Linda J. Sheppard, J.D., Senior Analyst & Strategy Team Leader, works on state and federal health policy, with a specific focus on health insurance coverage and the Kansas health insurance market, quality and cost of health care services, delivery and payment models, and the overall impact of federal and state legislation on health care in Kansas. Since 2016, Linda also has directed KHI’s legislative monitoring portfolio that tracks the work of Congress, federal agencies and the Kansas Legislature, including monitoring introduced and enacted health-related legislation, as well as rules, regulations and guidance.
Prior to joining KHI, Linda worked in state government and private practice, and served as special counsel and Director of Health Care Policy and Analysis at the Kansas Insurance Department, where she provided project management for implementation of the insurance provisions of the Affordable Care Act. She also served as Deputy Attorney General for the Consumer Protection/Antitrust Division of the Office of the Kansas Attorney General.
Linda is currently a member of the board of Oral Health Kansas and recently completed a seven-year term on the board of Heartland Community Health Center (FQHC) in Lawrence, Kansas.
Linda earned a bachelor’s degree in business administration and a juris doctorate from the University of Kansas. She is admitted to practice law in both Kansas and Missouri.
